Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are released from multiple capitals. Immense energy is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability provided through timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming aerial threats flew past – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.
Persistent Threats
Soon after, a automatic firearm fired at a drone close by, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a reliance that regional partners are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Political Considerations
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a entire defensive failure until conditions improve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
